(These changes are made primarily to target melee and healer setups which have been very strong in 2v2 leading to few viable-feeling setups. Arms builds in general have had a bit too powerful healing reduction while still dishing out great damage.)
Mortal Strike, Demolishing Strike, Rend, Overpower, Bloodthirst, Whirlwind, Mutilate (Titan), Counterattack, Mongoose Bite and Deep Wounds now deals 5% reduced damage in 2v2 and 3v3 arena.
Unrelenting Assault now lasts for 3 sec, changed from 4 sec.
Mortal Strike now reduces the healing received by 35%, changed from 40%.
Cleanse and Dispel Magic can now only be used on other friendly targets in 2v2 and 3v3 arena while you have Spirit Primary Stat. (This is an experimental change being tested. It can be difficult to get crowd control to stick to a healer if his partner runs a dispel, leading to too few windows of opportunity.)
[Pending Restart] Fixed an issue where the Touched by the Light heal did not work.

The chance to obtain Nether Leather while skinning beasts in HR T1,2 and 3 zones has been adjusted on a per mob and density basis. This change is necessary due to beasts also dropping Nether Meat. This change will keep skinning a highly valuable profession in HR farming Materails and Marks while ensuring it does feel mandatory or significantly outpace other ways of farming Marks.

Reduced the PvP Power requirement to queue for Arenas to 250. Players now choosing to gear up in Normal and Heroic Bloodforged will have the required PvP power to queue for solo 2v2 Arena.

These changes are aimed at ensuring that you are properly rewarded for your time spent farming High-Risk and High-Risk Events. This will result in significantly more consumables and item enchants produced per farming session and event.
High-Risk Alchemy now grants a stack of 3 Flasks, increased from 1.
High-Risk Cooking now grants a stack of 10 food, increased from 5.
Tier 3 HR Jewelcrafting recipes now require 1 Nether Metal, reduced from 10.

High Risk Flasks will now display the name of the flask item used instead of the category of flask. Previously, Pure Flask of Shattering Thunder and Impure Flask of Shattering Thunder gave different buffs but shared the same buff name of "Shattering Thunder".

The changes to "Tier 0" Nether High-Material drops rates are designed to better reflect their use in all Tier 1, 2 and 3 recipes, as well as their ability to drop in all Tier High-Risk zones. These materials can be farmed anywhere in High-Risk and are not affected by events, and are used in all HR crafting recipes. This change will add more consistent and valuable farming for players wanting to avoid High-Risk events but still obtain valuable materials, and to ensure these materials do not become a bottle neck for HR crafting. [Extraordinary Riding] Is now available from any Flying trainer! This allows for all flying mounts to scale to 310% riding speed.
Added a custom error message when For The Horde or For the Alliance spells fail to cast due to you being in a party with other players to make this requirement more clear. This requirement is necessary to maintain the integretity of FtA/FtH interactions and prevent HR abuse.

Reduced the Bloodbringer buff at Gruul's Lair Heroic Bloodforged High-Risk event to 25% increased health from 125%, and 10% increased damage from 25%. This should make these mobs far more reasonable and effective to farm as a solo player in a 1v1 zone.
