[Pending restart] Fixed an issue where the Agility One-Handed bonus reduced the global cooldown of certain abilities more than the intended 10%.
[Pending restart] The Agility One-Handed bonus now also reduces the cost (energy, rage or mana) of affected melee abilities by 10%. This is intended to offset the increased cost that comes with using abilities faster, so that your resource usage doesn't go up when you get this bonus.

[Pending Restart] [Prayer of Preservation] Preservation has had its Base Healing and coefficient reduced by 40%. Developer Notes: These changes come to curb the dominance of Prayer of Preservation especially inside of the Mythic+ environment. We are reviewing changes to troublesome Mythic+ affixes that can only be effectively dealt with in an efficient manner by Prayer of Preservation but also raid mechanics where Prayer of Preservation was used to strong arm the encounters in order to make them feel more diversified in the builds that can effectively tackle these kinds of mechanics in future.
[Pending Restart] [Prayer of Preservation] Prayer of Preservation now has a 15 second cooldown up from 12 seconds.
[Pending Restart] Fixed an issue where the Penance bolts procced from Prayers of the Penitent was doing less damage then intended, and not scaling properly from spell damage.

[Pending Restart] Lunar Knight now increases the damage of your Starfire versus players by 5% per stack, changed from no increase.

[Pending Restart][Righteous Flames] Number of charges granted by your Inner Fire is reduced by 50%. Up from 25%. This is a temporary change to address the outlier performance of Righteous Flames while still ensuring it remains a strong option. Bigger overhaul is planned for the next major update.
[Charged Tides] Fixed an issue where in some circumstances you could generate a stack of Charged Tides but instantly consume the stack generated despite the cast not benefitting from Charged Tides effects.
[Charged Tides] Fixed an issue where Charged Tides effects weren't being consumed by Living Lightning. It will now correctly benefit from and consume the effects of Charged Tides.

[Pending Restart] - Rebalanced and Reworked many callboard profession quests. This rework hones in on making the materials and items required for the quest completion more suited for the marks you obtain from the profession quest dailies. This update will require you to clear your cache to see updated values and updated quest text.

Overhauled TBCCallboard Caches. They will now be significantly more likely to grant Item level upgrades while giving less total loot. They have also been upgraded to drop up to previously released tier Flex Normal raid gear.
You can now upgrade Mythic+ Items based on the highest key you have ever completed, rather than your current key level. This will require the completion of a higher level key to update, as previous highest key completion was not stored.
Added new Mythic+ Callboard quest requiring the completion of any Mythic+ key for that day.
[Requires Restart] Increased gold given by all one-time Open World quests by x3. This does not include event quests, repeatables, or dailies.

[Lower Black Rock Spire] - The Crystallize effect the spiders in the Skitter webs tunnels has been reworked. It now applies an increase damage taken debuff of 6%, stacking up to 5 times.

[Pending Restart] - Darkmaster Gandling will now impose his will on those who he sends into the Shadow Realm and into one of the previous 6 boss rooms. However, players will be unable to use effects like Leap of Faith on targets imposed by his Will. While under the effects of the Darkmaster's Will, you will gain a significant damage and movement speed boost for a short period and will heal 15% of your maximum health every second for the duration. This change is meant to address the "Cheese" strategy where you can Life Grip people while being sent into the Shadow Realm, preventing the mechanic from happening.
Released new Group finder tool that allows you to post yourself or groups for all activities. Raids, Mythic+, Prestige, Goldshire RP, Worldbosses, Highrisk, and more. This feature will get some additional updates over the coming few days.
Mythic+ Keys are now also uncapped on Area 52 for leaderboard pushing, you cannot obtain higher level Mythic+ gear yet.
Mythic+ levels have been uncapped on Thrall. You can now run higher level keys than the currently released ones for gear progression

Fixed an issue where Hypnosis had the incorrect cast time and could last longer than intended. It now has a 2 sec cast time and a 6 sec duration.
System Changes
Overhauled Mythic+ Upgrades: Upgrades will now be significantly cheaper (70% cheaper) and scale up by 6% per upgrade. This will make Mythic+ Upgrades much more obtainable and allow you to reasonably choose to upgrade lower level Mythic+ equipment. With this new system, even mythic level 40 upgrades will actually be cheaper than they are currently.

[Upper Scholomance] - Significantly reduced the amount of healing of Marduk Blackpool does with his passive ability.

Dungeons & Raids
[Black Rock Depths Upper city] - Reduced the number of champions in Upper Scholomance. Requiring you to pull two specific champions as part of the requirement to progress through dungeon does not fit with our Mythic Plus design. As such the two Fireguard Destroyers guarding the Shadowtorch Braziers in the Lyceum have had their champion status removed.
[Convention of Elements] - Greatly Increased tank threat during convention of element affix weeks.
[Stratholm Service Entrance] - Added a cast time to the Rockwing Screecher's Terrifying Howl. This was previously an instant cast aoe fear.
[Upper Scholomance] - Reduced the number of champions in Upper Scholomance. Many of the rooms in Upper Scholomance contained 2 or 3 champions. this change reduces the amount of extra champions you might accidentally pull along the way, while still allowing you the freedom to skip champions of choice.
[Lower Scholomance] - Added two additional boons to this instance, it previously only had two boons. This will bring the total boons in the instance up to four.
[Lower Scholomance] - The required last boss for lower Scholomance is Darkmaster Gandling. The Mythic Plus boss count has been updated to 7 bosses total. The champion count has been updated to 2 champions.
[Lower Scholomance] - Added two unique patrolling mobs in Darkmaster Gandling's room to serve as champions in Mythic Plus.
[Upper Scholomance] Removed the deep freeze effect from Ras Frostwhisper. This has been replaced with a damaging frost aura that increases its damage done over time.
[Upper Scholomance] - The required last boss for Upper Scholomance is Ras Frostwhisperer. The Mythic Plus boss count has been updated to 5 bosses total. The champion count has been updated to 4 champions.
[Upper Scholomance] - Reduced the health of Vectus, and Marduck Blackpool by 33% in all difficulties. These two count towards 1 boss completion and have had their health adjusted to compensate.
[Scholomance] - Scholomance has been split into 2 different dungeon instances for Random Group Finder and for Mythic plus. These two instances are Upper Scholomance and Lower Scholomance.

[Pending Restart] Many pet abilities like Furious Howl, Enrage, Rabid, Furious Anger and so will now be cast only once pet enters combat, preventing them from wasting them between pulls!

[Requires Patch Update] - Fixed an issue where you couldn't learn Ferocious Bite on Area-52.
[Pending Restart] - Fixed an issue where the Bountiful Boon would not increase your active health to match the percentage of your new health. This means if you popped this boon at 80% HP and gained 20% stamina, your new health would be 60% HP. This was problematic in the design space of Mythic+ with certain affix combinations, such as Grevious Wounds where gaining that extra health could cause your party members to gain stacks of Grevious Wounds.
[Pending Restart] - [Holy Champion] - Developer Notes: Holy Champions before these changes were nothing short of a defensive bulwark for the packs that they guarded. While they did serve their purpose of buffing their allies and defending them, they were not fun to match-up-against. There was not enough counter play or skill expression to defeat Holy Champions and they were not dangerous. It felt like they were there for the sole purpose to just add time to your key. With all things considered, these factors were the exact opposite of how we wanted champions to contribute to keystones and their progression. The newly designed Holy Champions still considerably buff their allies and punish you for standing in their Divine Consecration but the most important thing is they allow you to play and pull at your own pace. Think you can handle the extra pack with the Champion? Go for it! Just be sure to manage your consecration stacks, be mindful of the extra damage that pack will contribute and make sure to get that kick/stun/knockback/kill off at 20% health before the cast finishes!
[Pending Restart] - [Holy Champion] - Upon reaching 20% health, Holy Champions would cast Divine Prayer. However, Divine Prayer has been reworked. It is now called Divine Wrath. Divine Prayer is a cast protected by an undispellable Divine Shield for 67% of its cast duration and if not kicked in the remaining 33% left of its cast duration would heal all allies and the champion to full health. Divine Wrath is still protected by Divine Shield for 67% of its duration, it still is interruptable and now deals medium to severe damage to targets within 15 yards of the casting champion if uninterrupted.
