The level requirement of Divine Storm has been lowered to 15.
The level requirement of Crimson Tempest has been lowered to 15 to provide more AoE options while leveling. Melee previously had no options for AoE early on.
[Curse of Arugal] Goldrinn's Guile now increases the damage of Vampiric Touch and Mind Blast by 20%, makes them award 2 combo points, generates a stack of Goldrinn's Focus, and makes them instant cast. Neither will generate Goldrinn's Focus stacks or Combo Points unless affected by Goldrinn's Guile.
[Curse of Arugal] Mind Flay hits now reduce the CD of Goldrinn's Fury by 8 seconds, and Mind Sear hits reduce it by 2 seconds.
[Curse of Arugal] The Mind Flay damage increase vs monsters from Goldrinn’s Focus is now 80% from 65% per stack.
[Curse of Arugal] Goldrinn's Fury will no longer be removed when leaving cat form.
[Curse of Arugal] New Mechanic: Consuming 3 stacks of Goldrinn’s Focus now empowers your next 3 feral finishing moves, making them deal additional Shadow damage.
[Legacy of the Arcanist] Fixed an issue where the Arcanists Meteor could in some cases trigger other procs.
[Legacy of the Arcanist] Resonances now have unique mods instead of a general one. Arcane now grants 40% Arcane damage, Fire grants 60% Fire damage, Frost grants 50% Frost damage, and Nature grants 60% Nature damage.
[Legacy of the Arcanist] The Resonance damage reduction for other elements is now dynamic, and will apply to existing snapshots.
[Legacy of the Arcanist] The base damage of all Arcanists Meteors has been lowered by 15%.

Spell Critical Strikes now deal 175% damage from 150% baseline. Talents that increase your critical strike damage now make you deal 180/185/190/195/200% damage rather than the ambiguous wording of "increases your spell critical strike damage by 20/40/60/80/100%" when in reality, it was a 10% increase. This balances out the power per point of these talents in all builds, while not nerfing any one build. This change should be most advantageous to Hybrids and Hybrid Heals who choose to deal damage.
Stealth now has infinite duration again. A new recipe has been added to alchemy that greatly enhances invisibility and stealth detection. This was originally changed mostly for High-Risk if changes are needed from here they will be made exclusively when in High-Risk.
Fixed an issue where Rejuvenation and Regrowth were missing AP coefficients.
The periodic heal from riptide and all periodic heals that use modifiers from riptide can now critically heal.
Increased the healing power coefficient of renew by 10%.
Empowered Renew now increases the coefficient Renew by 7/14/20%. The power was baked into the abilities baseline.
Increased the healing power coefficient and base heal done by renew by 10%.
Improved Renew now increases healing of Renew by 7/14/20% from 10/20/30%. The power was baked into the abilities baseline.
Increased the healing power coefficient of Lifebloom and Regrowth by 9%.
Nature’s Splendor now increases the healing of Regrowth and Lifebloom by 2/4/6% from 5/10/15%. The power was baked into the abilities baseline.
Increased the healing power coefficient and base heal of Rejuvenation by 10%.
Improved Rejuvenation now increases the healing of Rejuvenation by 7/14/20% from 10/20/30%. The power was baked into the abilities baseline.
Increased the direct and heal over time healing power coefficients of Riptide, Regrowth, Tranquility, Rejuvenation, Lifebloom, Wild Growth, Efflorescence, Earthliving and Healing Rain by 20%.
Nature’s Rejuvenation now increases the coefficient of Riptide, Regrowth, Tranquility, Rejuvenation, Lifebloom, Wild Growth, Efflorescence, Earthliving by 7/14/20% from 14/28/40. The power was baked into the abilities baseline.
Arena Frenzy now lasts for 4 hours. It was not effective in improving queue times, so the goal is to concentrate it in a smaller window.
Fixed an issue where Greater Blessing of Sanctuary did not correctly have an internal cooldown like its normal counterpart. It now has a 1 second internal cooldown.
The diminishing returns curve on Miss Chance and Dodge Chance has been changed to behave the same as Parry Chance. (This is a substantial buff to Miss Chance and a slight nerf to Dodge Chance).
Fixed an issue where invocation would cause Mana-forged Barrier to absorb more than intended, ignoring your maximum amount of mana making it just as strong for non-intellect tanks and intellect tanks.
Savage Defense is now a 2 point talent, rather than an ability. This was the only ability in the game that was completely passive and worked exactly like a talent without being a talent.
Misdirection now works with ALL spells and ALL abilities rather than just hunter ones.

Tank stances now teach you their respective taunts baseline:
All Tank Stances now provide 6% reduced chance to be critically struck, baseline.
Defensive Magic has been made baseline to all tank stances. (This means all tanks will now be able to Block, Parry and Dodge while casting spells.)
Fixed a few cases where Dark Apotheosis could lose its important passive aura effects when player is disarmed.
[Mana-Forged Barrier] While casting a damaging or channeled spell, melee attacks against you have a chance to grant Power Surge, restorting 30% of your missing mana over 4 seconds. (This was moved from the talent Power Surge to being baseline for the stance Mana-Forged Barrier.)
The Power Surge talent no longer grants missing mana regeneration over 4 seconds.This is just baseline now.
Rescaled how absorbs work in scaled dungeons, they are no longer just a flat amount and scale with the creature level. Making mobs with absorbs far less punishing to go up against.
Fixed an issue where few mob packs in Classic Dungeons that were linked together and would chain-pull but it would not be obvious that they would. Pulling these mob packs will be more intuitive to what will actually pull and what will not.
All Classic Dungeons - Improved the vast majority of grouping, pathing.
Stratholme - added boss checks for undead side, where Baron Rivendare requires Ramstein to be killed first, Ramstein requires the 3 previous Ziggurath bosses to be killed.

Edwin Vancleef now spawns adds on his percentage HP remaining from two adds every 2-8 seconds.
Level scaling in the open world has been improved to more accurately scale mob damage.
Since PvE power is no longer shown on items, it is now on all items that scale 1-60.
PvE Power no longer shows on items when you are not max level. Since it was not active until max level.
More than DOUBLED all the Marks of Ascension obtained from in-game activities: LFG, Mythic+, Raiding, Arenas, Battlegrounds, Crow's Cache, World Bosses, Dungeon Bosses. This list is not limited to what was changed.
Fixed an issue where high-risk items were sometimes distributed at the end of Mythic+.
Fixed an issue where Armor on Heirlooms were not updated to Ascension's Armor standard. This means cloth armor, leather and mail was increased and plate was slightly decreased.
Over 600 new random suffixes were added to items that scale in Vanilla examples are: Of Execution, this random item suffix can grant you Critical Strike Rating and Armor Penetration Rating as an example.
All classic dungeons now also scale, including items, npcs, damage, rewards and healing.
This includes quests, items, npcs, damage, dungeons, rewards, healing and the whole 9 yards and danger that comes with it.
All Classic Zones now scale to your level with the exception of Starter Zones scaling to level 20.
Fireball has had its damage between levels 1-54 increased greatly. (Fireball was falling off compared to other hardcasted spells at lower levels and was being outperformed below level 60.) (The damage of fireball remains unchanged above level 60)
Items from the Verdant Sphere turn-in are now also available in the Tempest Keep Raid Cache.
Fixed an issue where certain pets and auras on players would passively flood your combat log (without being able to be viewed) and in some cases causing memory usage and client lag.
All capstone bonuses are now "Greyed" out until you learn the final rank of the talent. This also allowed cleanup on these talents, having removed "With the final rank of", drastically shortening the wall of text you would read before it would actually matter.
Potions now have two categories. "Defensive" and "Offensive" categories. This means that you can use potions like Mighty Rage Potion and Health Potion of Potion of Speed and Mana Potion in the same pull without them sharing cooldown. "Defensive" and "Offensive" potions still share cooldowns within their respective categories but not with one another.
Fixed an issue where the Thorn Volley spell learned by various Lasher pet familys had an incorrect mana cost.
Phoenix pet family’s spell Smoldering Feathers no longer has a cooldown changed from a 6 second cooldown.
Lasher pet family’s Thrash ability no longer has a cooldown, changed from 3 second cooldown.
Red, Green, Blue, Black, and Bronze Drakonids are now available to be tamed in the world.
