Added a new recipe to transmute Arcanite Bars which does not incur a cooldown and costs Fel Blood.

[Seasonal]: Beast Lore, Sense Demons and Sense Undead can not be rolled at all.
[Seasonal]: You can no longer roll Eviscerate at level 1.
Totem spells no longer have an item requirement. Players no longer start with Totem of the Earthen Ring.
Talentos & Habilidades
Conflagrate now has a 0.8 PvP mod, changed from 0.85.
Devouring Plague now has a 0.8 PvP mod, changed from 0.85.
Shadow Word: Pain now has a 0.75 PvP mod, changed from 0.8.
Shadow and Flame now also affects Soul Fire.
Immolate has had its damage increased by 15%
Spell Lock has had its cooldown increased to 40 seconds, from 30.
Devour Magic heal effect has been increased by 50%
Devour Magic has had its cooldown increased to 20 seconds, from 14.
Curse of Elements now increases the targets spell damage taken by 10%. (Earth and Moon remains unchanged.)
Cataclysm now increases the damage of Rain of Fire, Hellfire, Inferno and Shadowfury by 8/16/24%, from 10/20/30%
Fear Ward has had its cooldown reduced to 60 seconds, from 90.
Dispersion now restores 20% of total mana, from 30%.
Dispersion no longer grants slow immunity, but still removes slows on use.
Dispersion has had its duration reduced to 5 seconds, from 6.
Dispel magic no longer removes enemy buffs.
Bloodsurge reworked. Your Mortal Strike, Execute, and Whirlwind hits now have a 33/66/100% chance to cause your next Bloodthirst to cost no rage, deal 20% more damage, and not incur a cooldown. This effect cannot occur more than once every 6 sec.
Strength of Arms talent can now proc from slam and can stack twice. Both stacks will be consumed by the next Mortal Strike.
Shield Slam now only dispels a magic effect when Sword & Board is active.
Juggernaut now grants 100% bonus crit chance for Slam, from 25%.
Improved Rend now increases the critical strike chance of rend by 5/10% instead of reducing its rage cost.
Execute now does 10% reduced damage in pvp, before it had no pvp modifier.
Charge has had its cooldown increased to 18 seconds, from 16.
Blood Craze now has a 10 second internal cooldown.
Berserker Rage has had its cooldown increase to 50 seconds, from 40.
Wind Shear has had its cooldown inreased to 12 seconds, from 8. It now shares cooldown with other interrupts as intended.
Shamanism now also gives Lightning Bolt and Chain Lightning a 33/66/100% chance to reduce the cooldown of Thunderstorm and Elemental Mastery by 1 second.
Purge now has a 4 second cooldown.
Maelstrom now increases the damage of Lightning Bolt and Chain Lightning by 2/4/6/8/10%, from 3/6/9/12/15%
Elemental Weapons now also increases the frost spell damage on Frostbrand by 33/67/100%
Frozen Power now also increases the damage of Frostbolt and Cone of Cold.
Frostbrand now does 10% reduced damage in pvp, before it had no pvp modifier.
Concussion now increases the damage of Chain Lightning and Lightning Bolt by 3/6/9/12/15%, from 2/4/6/8/10%
Improved Earth Shield now grants one extra stack of Earth Shield, from two.
Healing Way now also affects Chain Heal and Earth Shield.
Earth's Blessing no longer has an internal cooldown.
Earth Shield has had its base heal and scaling reduced by 15%.
Chain Heal has had its base heal increased by roughly 35% for all ranks.
The damage of Scorch has been increased by 15% // Scorch no longer deals 10% additional damage in PvP.
The Pyroblast damage bonus from Hot Streak no longer applies in PvP.
Flame Throwing now also reduces the cast time of your Fireball by 0.25/0.5 seconds. This effect becomes inactive for 15 seconds after use.
Arctic Winds talent now provides reduced 1%/2%/3% damage taken, before they provided 1%/2%/3% reduced chance to be hit. The damage portion of this talent is unchanged.
Shredding Attacks now reduces the energy cost of shred by 10/20, from 9/18.
Savage Fury now gives the same damage bonus to Shred as it does to the other affected abilities.
Mangle now deals 15% reduced damage in PvP, from 20%
Mangle has had its base damage reduced by 30% and scaling inceased by 20%.
Insect Swarm does 15% reduced damage in pvp, from 10%.
Infected Wounds now also reduces periodic healing taken by 10/20/30%
Steady Shot now does 5% reduced damage in pvp, before it had no modifier.
Steady Shot is now castable while moving.
Scorpid Sting no longer reduces the targets hit chance, but instead reduces the targets armor and resistances. These effects do not stack with other similar debuffs.
Piercing Shots now also reduces periodic healing taken by 10/20/30%. This does not stack with other similar effects.
Multi-shot is now a true instant ability and can now be cast while running.
Hunter sting stack limitation has been removed, meaning that one player can put several stings on the same target.
Explosive Shot ticks now deal damage to all enemies within 5 yards of the target.
Deterrence is now cancelled by disarm effects.
Chimera Shot now triggers and refreshes all stings applied to the target.
Chimera Shot - Viper Sting now rewards 30% of the total amount drained, down from 60%.
Chimera Shot - Scorpid Sting Disarm now lasts 5 seconds, reduced from 10 seconds.
Touched by the Light now grants spell damage rather than spell power.
Seal of the Righteous does 35% reduced damage in pvp, from 30%.
Sanctified Wrath no longer modifies Avenging Wrath, but instead reduces the cooldown of Exorcism by 20/40% and increases its damage by 5/10%
Purifying Power no longer modifies Exorcism, but reduces the cooldown of Holy Wrath by 25/50% (from 17/33%) and increases the damage of Consecration and Holy Wrath by 10/20% (from 5/10%).
Judgements of the Just no longer reduces the cooldown of Hammer of Justice.
Improved Righteous Fury now also reduces chance to be critically hit by 1/2/3%
Illumination now works properly for Holy Shock.
Holy Shock now does 15% reduced damage in pvp, changed from 10%.
Hand of Salvation now lasts for 6 seconds, and in addition to reducing threat also attempts to dispel a harmful magic effect every 2 seconds.
Divine Purpose no longer reduces chance to be hit.
Blessed Hands now reduces the cooldown of Hand of Salvation by 15/30 seconds instead of increasing its effectiveness.

Art of War now increases the effectiveness of Exorcism and Flash of Light by 10/20%, from 15/30%
Backstab can no longer trigger the Waylay effect.
Wound Poison has had its damage reduced by 40%
Vigor now gives 20 extra energy, from 10.
Mutilate now does 10% reduced damage in pvp, before it had no modifier.
Meditate now restores 6%/12%/18%/24%/30% base mana per combo point, before it was 3%/6%/9%/12%/15% maximum mana per combo point.
Cambios de Objetos
The cloth "Priest" PvP sets' 4p bonus now increases the effectiveness of Flash Heal by 5%, before it reduced the cooldown of Psychic Scream by 1 second.
The mail "Shaman" PvP sets' 4p bonus now increases all shock spells' critical strike chance by 5%, before it reduced shock spells' critical strike chance by 2%
The leather "Rogue" PvP sets' 4p bonus now increases maximun energy by 10, before it reduced gouge cd by 1 second.
PvP set pieces of different qualities within the same set (within the class and faction) will contribute towards set bonus count.
Encantamientos Místicos
Blazing Speed RE now reduces the internal cooldown of Blazing Speed by 2 seconds (rare) / 3 seconds (epic).
Firebrand Traps RE scaling increased to 3%, from 2%. Additionally, it procs from melee and ranged abilities instead of auto attacks and has a 1 second internal cooldown
(Previously Arctic Winds RE Rank 3 gave 3% increased frost damage and reduced chance to be hit by 3%)
Rank 3 of arctic winds RE gives 2% increased frost damage and reduced damage taken by 1%
Rank 2 of arctic winds RE gives 1% increased frost damage and reduced damage taken by 1%.
Rank 1 of arctic winds RE gives 1% increased frost damage.
Stormbringer and Frost Lich have both had their internal cooldowns increased by 40%, and their damage increased by 30%
Spell Slinger has had its internal cooldown doubled, and damage increased by 30%
Shadow and Flame now also affects Soul Fire and Shadowfury.
[Seasonal]: Aggression RE has been reduced to 2%/3%/4%, from 3%/4%/5%.
[Seasonal]: Sinister Calling RE no longer increases the damage of Backstab.
