[Pending Restart] - Soul Bolt damage in PvP is now only increased by 50% when the target is under 35% health.
[Pending Restart] - Call of the Sepulcher now deals 33% less damage but has its ICD reduced by 33% meaning it will now proc 33% more often. This will make it less punishing to use on targets without a large health pool and more reliable in many forms of content without changing its throughput on longer duration fights.
