Instead of reducing the overall power of already existing builds that use Primordial Fury as their Legendary RE, we have reinstated the ability to only proc from Shaman melee abilities.)

Previously if you used Power Word: Shield on a target at 74% health, your healing shields could bring the target over 75%, preventing Dominant Word: Shield from triggering.
