[Chronomancer] Artificer damage shifted slightly from RAP scaling to SP and Spirit scalings (still uses weapon damage principle on most damage abilities so RAP value holds, just at a lower value. The purpose is to make them benefit similarly from supports like other ranged specs).
[Starcaller] Moon Guard Starcaller damage taken reduction increased by 5%.

[Tinker] Overcharge: Shield Beacon now lasts 15 seconds and persists even if you are outside of the beacons range once applied.
