Fixed an issue where Shadowprey Village did not put High-Risk players into the shared phase.

World
Fixed an issue where a Rare Elite in Searing Gorge was not considered a Rare. Its loot table has also been updated to match that of other rares.
Corrected an issue where ores and herbs had odd spawning and respawning behavior.
Item Changes
You should no longer be able to use Holy Paladin Tome: Great Blessing of Wisdom I if you have not already learned Blessing of Wisdom.
Mystic Enchants
Random Enchantment tiers have been adjusted. Now, many more enchants can roll on lower ilvl gear.
Quests
Corrected an issue where not all Red Dragonspawn types at the Dragonmaw Gates in the Wetlands were eligible for dropping the Glistening Red Dragonscales used in the Keeping Evil at Bay: Dragonmaw Gates quest.
Heroes' Call Board quests now also reward a Fragment of Fortune.
Added exclusion groups to the 'A Delicate Situation' Callboard profession quests. This will prevent players from hoarding these quests.
General
High level rare creatures should now always drop at least one piece of dungeon loot when you have High-Risk enabled.
Demons of Darkwhisper Gorge now have increased drop rates for dungeon gear to better reflect their difficulty.
Frostmaul Giants of Frostwhisper Gorge now have increased drop rates for dungeon gear to better reflect their difficulty.
Chimaeroks of the Isle of Dread now have greatly increased drop rates for dungeon gear to better reflect their difficulty.
Call Board Quest: Bug Off now requires that you kill 8 of each Silithid creature instead of 12.
Corrected an issue where completing the 'Pay Your Dues' quest would not correctly reset your reputation with The Law. This fix should be in effect after the next server restart.
System Changes
Elune: Deleted 3,334 phased NPCs that did not need to exist due to shared phasing systems
Rewrote and improved a variety of deep core functionality to improve performance
General
Fixed gameobjects that cast spells in phases, this should fix a variety of quests.
Crusader enchant and random enchant have been temporarily disabled while we investigate an issue with how they interact with other auras.
World
Fixed an issue where Thalon, the Wind Rider Master of Shadowprey Village could be interacted with and used as an Alliance race. He now belongs to the Thunder Bluff faction as intended. (in effect after server restart)
General
Fixed Quest Challenge to the Black Flight.
Added the correct Hybrid Risk Ruleset NPCs to our seasonal realm in each major city.
Hybrid Risk Ruleset NPCs can no longer be attacked or mind controlled.
Creatures of Scourge Invasions now have 20% less health on average.
Creatures of Scourge Invasions now deal 50% less damage on average.
Will of Kel'thuzad now increases the health of creatures in Scourge Invasions by 80% per person, from 100%.
All characters on Laughing Skull and Andorhal have had their base health increased by 500 at level 60.
Fixed Whisper/Adding friend issues pertaining to the ruleset subtext.
Elune: Fixed Deeprun Tram not appearing for High-Risk Players
Brackenwall Village will be shared between both rulesets after the next server restart.
Talents & Abilities
Elemental Devastation should now trigger from triggered spells such as Penance and Arcane Missiles.
Fixed an issue where Hunter traps were not activating properly due to phasing.
Dungeons & Raids
Fixed an issue where Lord Kri was missing items from his loot table when killed last. Players should now see Vest of Swift Execution and Wand of Qiraji Nobility drop as intended.
General
Weapon skills no longer need to be trained on Seasonal after the next server restart.

Talents & Abilities
Inner Focus is now properly consumed on spell cast.
Meditate and Recuperate now each cost a single ability essence, down from 2.
Item Changes
Rune of Perfection is now correctly Bind on Pick-up on Andorhal and the spell penetration has been reduced to 20 from 40 on all realms.
Dungeons & Raids
Corrected an issue where players were able to learn the old ranks of Amplify and Dampen Magic.
Fixed an issue where you were unable to open the portcullis' in Shadowfang Keep to release your escort to the courtyard.
Elune: Satchels of Helpful goods awarded for the first dungeon completion of the day have had their class restrictions removed and may now drop items of the cloth, mail and plate armor classes rather than just leather. Additionally, affixes such as Bear and Champion may now appear on such items.
Talents & Abilities
Unyielding Faith no longer reduces Fear duration. Now reduces Polymorph duration by 15/30% instead.
Pure of Heart now reduces Fear duration by 15/30%.
Toughness (Protection Warrior) no longer reduces the duration of movement impairing effects and now instead grants 1% Stamina per point.
Talents & Abilities
Starfall is now removed when you cast Deterrence or Dispersion.
Mind Flay once again has a 3 sec base cast time, but its damage and healing has been increased by an additional 10%.
Increased the PvP mod on Corruption from 0.8 to 0.72 (resulting in 10% reduced damage).
Added a 0.9 PvP mod to Shadow Word: Pain.
Added a 0.95 PvP mod to Drain Soul.
Added a 0.95 PvP mod to Insect Swarm.
Added a 0.95 PvP mod to Living Bomb.
Added a 0.95 PvP mod to Devouring Plague.
Stealth and Prowl changed. They now have a 30 second duration and a 10 sec cooldown.
Camouflage changed. It now reduces the cooldown of Stealth and Prowl by 1/2/3 sec and the duration of 5/10/15 sec (and still increases movement speed in stealth by 5/10/15%).
Fixed Natural Reaction, it now gives dodge as intended.
Fixed a bug where you couldn't use Criminal Intent on Laughing Skull.
Fixed a bug that caused Arcane Missiles to shoot more missiles than intended with Missile Barrage.
Fire Blast- Damage and scaling increased by 15%. Now deals 90% damage to players.
Searing Pain- Damage and scaling increased by 15%.
Shadow Bolt- Cast time reduced to 2.6 sec, from 3.
Soul Fire- Cast time reduced to 5 sec, from 6.
Chaos Bolt- Cast time reduced to 2.2 sec, from 2.5.
Haunt- Damage and scaling increased by 15%.
Drain Mana- Mana drained per tick increased by 4%, from 3%.
Frost Shock- Damage and scaling increased by 15%. Now deals 75% damage to players, from 85%.
Rain of Fire- Damage and scaling increased by 15%.
Hellfire- Damage and scaling increased by 15%.
Immolate- Damage and scaling increased by 5%.
Drain Life- Damage and scaling increased by 15%.
Shadowburn- Damage and scaling increased by 15%. Now deals 90% damage to players.
Drain Soul- Damage and scaling increased by 15%.
Shadowfury- Damage and scaling increased by 15%. Now deals 90% damage to players.
Typhoon- Damage and scaling increased by 15%. Now deals 90% damage to players.
Corruption- Damage and scaling increased by 15%.
Blast Wave- Damage and scaling increased by 15%. Now deals 90% damage to players.
Flame Shock- Damage and scaling increased by 15%. Now deals 90% damage to players.
Dragon's Breath- Damage and scaling increased by 15%. Now deals 90% damage to players.
Thunderstorm- Damage and scaling increased by 15%. Now deals 90% damage to players.
Earth Shock- Damage and scaling increased by 15%. Now deals 75% damage to players, from 85%.
Chain Lightning- Damage and scaling increased by 15%. Now deals 85% damage to players, from 90%.
Lightning Bolt- Cast time reduced to 2.2 sec, from 2.5.
Mind Flay- Channel time reduced to 2.7 sec, from 3, and damage and scaling increased by 5%.
Bane now reduces the cast time of your Soul Fire by 0.5/1/1.5 seconds, from 0.67/1.34/2 seconds.
Vampiric Touch- Damage and scaling increased by 15%.
Item Changes
Fixed a bug that caused Lesser Inscription of the Gladiator and lesser Inscription of the Battle mage (honor cost shoulder enchants) to make your item soulbound after being applied.
Dungeons & Raids
Creatures and bosses in dungeons and raids now deal 20% less damage.
