[Pending Restart] Fixed an issue where Ignite would Double-Dip from damage dealt and damage taken modifiers.

[Pending Restart] Minimal adjustment in the level of a few custom rares introduced recently: High Priestess Atayssis lvl 60 -> 58, Adranus lvl 60 -> 56, Corla level 60 -> 57, G'huurak level 60 -> 58. They still scale up with your level but will start at the new base. This is intended to bring it more in line with all the custom content being released and developed.
Further improved Dynamic Respawning for the new callboard quest area zones. The spawn time of monsters will be vastly reduced when there are many players in the area.
