Crusader Strike can now be learned at level 1

Increased the base healing of healing spells between 60 to 70 to closer match the percentage of health gained during those levels. This will keep heals getting progressively stronger while leveling and early end-game while still maintaining the intention of the changes to fix one-shot reaction based healing metas end-game.
Goldilocks and Gallywix should no longer be killable.
Reduced Physical Damage of TBC Heroic Dungeons by 25% and Mythic Dungeons by 10% to come in tandem with the healing overhaul, this will reduce overall damage taken while placing more emphasis on mechanics.
