Goal of these barb changes is to both give brutality some more umph outside of the 1 shot gimmicks and to give tactics its own sort of gameplan that doesnt lean in to brutality's to avoid abuse
[Barbarian] Savage Smash now strikes with your offhand weapon while dual wielding (giving double chances to proc wrecker effects)
[Barbarian] Thunderous Leap now has a 1.5 min CD down from 2 min
[Barbarian] Ramhorn Rage now ticks every 1.5 sec up from 1 sec
[Barbarian] Unending Fury now applies 1 stack of Exhaustion when it ends
[Barbarian] Hulk now also gives 5% crit while at or above 75% hp
[Barbarian] Axe Twirling's base duration is now 9 sec up from 6 sec
[Barbarian] Tirelessness now also gives Ranged Haste
[Barbarian] Axe Twirling has taken Ancestral Armor's place
[Barbarian] Ancestral Armor is replaced with Savage Revelry, a new active ability
