[General] The above changes to casting things while moving were made to bring some casters in line with our PvP 'caster paradigm'. Generally speaking, moving while casting in PvP is a huge luxury, and giving casters the ability to do this helps them to completely circumvent one of the weaknesses of being a caster. This should be an extremely rare sight to see, if at all. We will monitor the specs that this affects the most.
